He is a court qualified expert for the trafficking of prescription narcotics and patch for patch program, pharmaceutical Distribution and the community impact for Opioids.

Sid Feldman is a community family physician affiliated with the North York Family Health Team. He also works as attending physician in the Toronto Central LHIN Behaviour Support Unit at Baycrest for residents with behavioural symptoms of dementia. His academic and administrative roles at Baycrest include Medical Director, Home for the Aged, Executive Medical Director Residential and Aging at Home Program and Chief, Family and Community Medicine. Dr. Feldman is an Associate Professor in the Department of Family and Community Medicine, University of Toronto and serves as the Ontario representative on the CFPC Health Care of the Elderly Program Committee.

Detective Constable Denis Katafigiotis was hired in 2002 and worked out of 11 Division. Throughout his career in 11 Division he has worked in Primary Response, Criminal Investigation Bureau, Major Crime Unit, Bail and Compliance Unit and Field Intelligence Officer . Since 2014 he transferred to the Gun and Gang Task Force and holds the ranks of Detective Constable. He has been at the Gun and Gang Task Force for 4 years, and is deemed as a Gang Expert by the courts.

Medical Lead of the Bridgepoint Site of the Sinai Health System, Geriatric Psychiatrist Dr. Lachmann is the Medical Lead of the Bridgepoint Site of the Sinai Health System. He is a geriatric psychiatrist working with patients in acute, rehabilitation, long-term care, and community settings. Dr. Lachmann also works as a Coroner in Ontario, and sits on the Geriatric and Long Term Care Death Review Committee of the Coroner’s Office. Prior to geriatric psychiatry, Dr. Lachmann worked as a family physician for ten years on James Bay and Baffin Island.

Jane E. Meadus

Jane E. Meadus, Barrister & Solicitor, Institutional Advocate Jane Meadus is a lawyer with the Advocacy Centre for the Elderly, where she has been the Institutional Advocate since 1995. Her practice is restricted to representing clients in long-term care facilities, hospitals, psychiatric facilities and care homes (retirement homes) with respect to related legal issues. Ms. Meadus has a B.A. in Anthropology from McMaster University, graduated from the University of Ottawa with an LL.B in 1991 and was called to the bar in Ontario in 1993. Ms. Meadus is a frequent presenter at continuing education conferences for the Law Society of Upper Canada and the Canadian & Ontario Bar Associations, as well as for health professionals and the community on topics regarding long-term care, consent and capacity law, and other senior’s issues.Ms Meadus has chaired or co-chaired a number of educational programs including the joint Canadian Bar Association (Ontario)/Law Society of Upper Canada seminar on Consent and Capacity law(1997), and the annual Osgoode Professional Development Program “Advising the Elderly Client” (2011 to present) and the Osgoode Elder Law Certificate Program (2015). Ms Meadus is the author of “Chapter 9: Medical Issues, Housing Costs and Special Care Arrangements: Practical Considerations” in the loose-leaf service Financial & Estate Planning for the Mature Client. She is a contributing author to Long-Term Care Facilities in Ontario: The Advocate’s Manual published by the Advocacy Centre for the Elderly. She is a member of a number of Ministry of Health and Long-Term Care committees and is also a member of the Mental Health Legal Committee.

Ms Meadus is the 2016 recipient of the Osgoode Professional Development Award for Outstanding Contribution to Continuing Legal Education. She is also a Distinguished Fellow of the Canadian Centre for Elder Law Studies.


Detective Constable Peglar Artinian, Toronto Police Service:

Detective Constable Peglar Artinian has been employed by the Toronto Police Service since 2001, where he began my career as a Court Officer. In April 2003 he was sworn in as a Police Constable and stationed at 13 Division where he worked in various investigative positions including the Major Crime Unit, Criminal Investigation Bureau as well as the Field Intelligence Officer. In 2015 he transferred to 51 Division and was assigned as a Primary Response Officer working in the Regent Park Area responding to various calls for service. A few months later he was offered the opportunity to transfer to Gun And Gang Task Force to take on the role of Gang Investigator and have been working in this capacity since January 2016. As a result of various reports prepared and submitted at the Ontario Court Of Justice, he has been qualified as a Gang Expert in the following areas; Coded Language, Graffiti, Gang Characteristics, General Gang indicia, Gang Membership, Hand Signs, Tattoo’s and Turf.


Brian Schwartz MD, MScCH, CCFP(EM), FCFP

Vice-President, Public Health Sciences In this capacity he provides executive leadership for science and public health protection programs including: infection prevention and control, environmental and occupational health, and communicable diseases, emergency preparedness and response.Dr. Schwartz has served as scientific advisor to the Emergency Management branch of the Ministry of Health and Long-Term Care and held the position of vice-chair of Ontario’s SARS Scientific Advisory Committee. He also chaired the Ministry of Health and Long-Term Care’s Scientific Response Team during the 2009 H1N1 pandemic. Dr. Schwartz practiced emergency medicine for over 30 years in both community and academic settings, as well as held the position of Director of Sunnybrook Osler Centre for PreHospital Care from 1996-2009. He has been published extensively and has received many awards for clinical and academic excellence in emergency and family medicine; he currently holds an associate professor position at the University of Toronto in the Department of Family and Community Medicine and the Dalla Lana School of Public Health.

Dr. Schwartz received his medical degree from the University of Toronto where he also received his master of science in community health. Schwartz received his certification in emergency medicine from and is a fellow of the College of Family Physicians of Canada.
